Can I use a Hong Kong self-service kiosk for my ID card and passport in 2026?

Yes — but only for a narrow set of cases. A Personal Documentation Submission Kiosk (PDSK) can take your Hong Kong identity card replacement, your HKSAR passport application, or both in one visit, provided you meet the age, card-validity and status conditions set out on the Immigration Department's "Offices in Immigration Headquarters" page. Everything that falls outside those conditions still goes to a counter appointment, and this article is general information only rather than advice on your individual situation.

Who can use a kiosk for a Hong Kong identity card?

Two conditions apply before anything else: you must be aged 18 or above, and you must hold a valid smart identity card issued in Hong Kong.

On top of that, the kiosk only accepts three kinds of replacement:

An invalid identity card cannot be used to submit an application at a kiosk. That is a separate test from the three categories above: your existing card has to be valid at the moment you use the machine, and an expired or otherwise invalid card blocks the self-service route even if your reason for replacing it is one of the three listed.

What if I need to change my registered particulars at the same time?

Then the kiosk is not the right channel, regardless of how straightforward the rest of your case is. The Immigration Department states that applicants who need to change the registered particulars on the identity card at the same time as submitting one of the three replacement applications should book an appointment at a Registration of Persons Office.

Booking is available through the online booking system for identity card applications, the 24-hour telephone booking system on 2598 0888, or the Immigration Department Mobile Application.

Can I apply for an HKSAR passport at a kiosk?

You can, if all three of these are true:

Note the sequencing problem this creates for anyone whose permanent status was only recently verified. If your reason for replacing the identity card is precisely that your permanent identity card eligibility has just been verified, you do not yet hold a permanent identity card — and the passport conditions require you to hold a valid one. The one-stop section below is where the department addresses that combination.

The passport kiosk route does not cover every passport case. The official page excludes replacements for a passport that has been lost, damaged, defaced or is otherwise unavailable, applications from applicants aged below 18, and any application involving an amendment of personal particulars in the passport. Those go to a counter appointment at the Travel Documents and Nationality (Application) Section or an Immigration Branch Office.

When does the one-stop identity card plus passport route work?

The one-stop option is available to someone who is already eligible to submit an identity card application at a kiosk and who also meets the three passport conditions: Chinese citizen, HKSAR permanent resident, and holder of a valid Hong Kong permanent identity card.

In practice that points at a fairly specific reader: a person whose permanent identity card eligibility has been verified, who is replacing the card through a kiosk, and who already holds a valid Hong Kong permanent identity card from an earlier stage. Applied strictly, the conditions are cumulative rather than alternative, so treat the one-stop route as available only when every criterion is satisfied at the same time.

The same exclusion that applies elsewhere applies here: if you need to change registered particulars on the identity card at the same time, book a Registration of Persons Office appointment instead.

Where are the kiosks, and when are they open?

All PDSKs are at the Immigration Headquarters, 61 Po Yap Road, Tseung Kwan O, New Territories. The daytime and evening locations differ, which is the detail most people miss when turning up after work.

Service Daytime location and hours Evening location and hours
Identity card application 3rd Floor, 8:45am–4:30pm (Mon–Fri), 9:00–11:30am (Sat) Ground Floor, 4:30pm–10:00pm (Mon–Fri), 11:30am–10:00pm (Sat)
HKSAR passport application 2nd Floor, 8:45am–4:30pm (Mon–Fri), 9:00–11:30am (Sat) Ground Floor, 4:30pm–10:00pm (Mon–Fri), 11:30am–10:00pm (Sat)
One-stop ID card and passport 3rd Floor, 8:45am–4:30pm (Mon–Fri), 9:00–11:30am (Sat) Ground Floor, 4:30pm–10:00pm (Mon–Fri), 11:30am–10:00pm (Sat)
Collection of new documents Upper Ground Floor and 1st Floor, 8:45am–10:00pm (Mon–Fri), 9:00am–10:00pm (Sat) Same counters, running to 10:00pm

All kiosk services are closed on Sundays and public holidays. The evening session on the Ground Floor is what makes the "no appointment, after work" promise work for most people, since the daytime counters stop at 4:30pm on weekdays.

Can I collect my new card or passport from a kiosk?

Yes, if you were an eligible applicant. Personal Documentation Collection Kiosks on the Upper Ground Floor and 1st Floor of the same building provide self-service collection of a Hong Kong identity card, a travel document, or both, and they run until 10:00pm on weekdays and Saturdays.

What happens if I have to book a counter appointment instead?

Registration of Persons Offices work on a quota system, and the department's "Registration of Persons Offices" page states that applicants are required to obtain a quota by appointment before going to an office. Bookings can be made through the 24-hour internet booking system or by telephone on 2598 0888, and the booking window covers the following 96 working days.

One exception is worth knowing: applicants with an urgent need to replace an identity card that has been lost, destroyed, damaged or defaced may submit that application at any Registration of Persons Office without an appointment.

Frequently Asked Questions

Do I need an appointment to use a Hong Kong PDSK in 2026?

No. The Immigration Department describes kiosk identity card applications as available during service hours without an appointment. The no-appointment route ends where the eligibility conditions or the change-of-particulars rule begin.

Can I replace a lost identity card at a self-service kiosk?

Yes, replacement of an identity card due to loss is one of the three categories the kiosk accepts, provided you are 18 or above and hold a valid locally issued smart identity card. A lost passport is treated differently and cannot be replaced at a kiosk.

I have just had my permanent identity card eligibility verified — can I use a kiosk?

Yes for the identity card itself, since verified permanent identity card eligibility is one of the three accepted replacement reasons. Whether you can add a passport in the same visit depends on whether you already hold a valid Hong Kong permanent identity card.

Can I use a kiosk if my passport was damaged or defaced?

No. Replacement of a passport that has been lost, damaged, defaced or is otherwise unavailable is excluded from kiosk service. You would need a counter appointment at the Travel Documents and Nationality (Application) Section or an Immigration Branch Office.

What if I need to correct my name or other personal particulars?

Changing registered particulars on the identity card, or amending personal particulars in a passport, cannot be done at a kiosk for any applicant. Those cases require an appointment at a Registration of Persons Office or a travel documents counter, depending on which document is involved.

Are the kiosks available to anyone under 18?

The passport service excludes applicants aged below 18. The identity card route requires you to be 18 or above, which effectively excludes minors from every kiosk service.

How late can I use a kiosk in the evening?

The Ground Floor kiosks at Immigration Headquarters run to 10:00pm from Monday to Friday, and from 11:30am to 10:00pm on Saturdays. Collection kiosks run to 10:00pm on both weekdays and Saturdays.
