Hong Kong ID Card Registration Offices and Booking Rules (2026)

Hong Kong identity card registration is handled at six Registration of Persons Offices (人事登記辦事處), and in almost every case you must book a quota before you turn up. The Immigration Department's 24-hour booking system takes appointments from the next working day onwards, covering a window of 96 working days ahead. The main exception is an urgent replacement of a card that has been lost, destroyed, damaged or defaced, which can be done at any of the six offices without a booking. This article reflects the Immigration Department's Registration of Persons Offices page and its Contact Us page; it is a general reading of published rules rather than advice on your own circumstances, so anything that turns on your particular status should be checked against the department's current announcements.

How far ahead can you book, and what is the quota system?

Every Registration of Persons Office operates a quota system. Before you attend for registration, you must obtain a quota for that office, and the department's page is explicit that this applies to all six.

Bookings run through the Immigration Department's 24-hour appointment system, available over the internet at www.immd.gov.hk/hks/hkid.html or by touch-tone telephone on (852) 2598 0888. The system lets you pick a date from the next working day onwards, within a window of 96 working days. Because the quota attaches to a specific office on a specific day, the office you book is the office you have to attend — you cannot book at one and turn up at another.

Which office should you book?

The department's page does not allocate applicants to an office by residential address. What it requires is a quota for the office you attend, so the practical choice comes down to quota availability on dates you can make, opening hours, location, and whether that office handles your particular transaction.

When the office, not the distance, decides it for you

Three differences override convenience:

Can you walk in without an appointment?

Only for three things, and the department's page marks each of them as not requiring a booking:

Everything else is treated as a registration transaction that a quota covers: first registration, the child-to-adult card changes at 11 and 18, replacing an old-format smart card, switching cards after a change of residence status (including moving to a permanent identity card after successfully verifying permanent resident status), amending registered particulars, and the one-stop identity card and travel document service.

Suppose an applicant's card is destroyed a few days before they are due to travel: they can attend any office without a quota for that replacement. A routine renewal, or a new card following a change of status, is not covered by that exception and still needs a booked slot.

Does the one-stop service cover travel documents as well?

Yes, at all six offices, which offer a one-stop application for an identity card and a travel document in the same visit. The department notes one carve-out: it does not apply to a first-time HKSAR passport for a person under 11.

What happens to your appointment in a typhoon or black rainstorm?

Under the arrangements published on the Immigration Department's Contact Us page, a No. 8 or higher tropical cyclone warning signal, an "extreme conditions" announcement, or a black rainstorm warning affects Registration of Persons Offices as follows:

Frequently Asked Questions

How many working days ahead can I book a Hong Kong ID card appointment?

The Immigration Department's 24-hour system takes bookings from the next working day onwards, across a window of 96 working days. You can book online at www.immd.gov.hk/hks/hkid.html or by touch-tone phone on (852) 2598 0888.

Can I walk into a Registration of Persons Office without an appointment?

Only for three transactions: replacing a card that was lost, destroyed, damaged or defaced, and applying for a Certificate of Registered Particulars or a Certificate of Exemption. An urgent replacement of a lost or damaged card can be made at any of the six offices.

Which office registers first-time arrivals holding a One-way Permit?

Only the Kowloon Office, which also takes their Document of Identity application at the same appointment. The other five offices register new arrivals but specifically exclude One-way Permit holders.

Do all six offices keep the same opening hours?

No. Hong Kong Island and Kowloon open 9:00am–4:30pm on weekdays; Tseung Kwan O opens 8:45am–4:30pm; Fo Tan, Tuen Mun and Yuen Long run 9:00am–12:45pm and 2:00pm–4:30pm. Saturday hours are 9:00am–12:30pm at five offices and 9:00am–11:30am at Tseung Kwan O.

What happens to my booking if a No. 8 typhoon signal is raised?

Raised outside office hours, the office stays closed while the signal is in force; raised during office hours, it serves everyone present before closing. Service usually resumes within two hours of the signal being cancelled, unless the cancellation falls within two hours of closing, in which case there is no service that day.

Can I apply for personal documents without booking at all?

At the Tseung Kwan O Immigration Headquarters, the Application for Personal Documentation Kiosks provide appointment-free self-service to eligible persons. The three counter transactions listed above as not requiring a booking are the other route.
