Which Hong Kong births registry should I use in 2026? Offices by hospital and district

Hong Kong routes birth registration by geography rather than by choice: the office you use is set by where your baby was born. According to the Immigration Department's Birth Registries page, the work is divided among five offices — the Births and Deaths General Register Office, the Kowloon Births Registry, the Sha Tin District Births Registry, the Tseung Kwan O Births Registry and the Tuen Mun District Births Registry. Four of them are tied to a district or to a named list of hospitals and clinics. The fifth, Tseung Kwan O, is the exception: the same page records it as handling births that occurred in any hospital in Hong Kong.

How does the department decide which registry handles a birth?

The trigger is the place of birth, expressed either as a district or as a named hospital or clinic. Each office page gives a service area ("births occurred in…") followed by a list introduced with "including", so the list is illustrative rather than exhaustive — a birth in the named district falls to that office even where the hospital itself is not printed.

That distinction matters most for parents using a private hospital or a smaller facility. If your hospital appears on a list, the answer is direct. If it does not, fall back on the district where the hospital sits, and if that still leaves doubt, the Tseung Kwan O Births Registry is the office whose stated scope is not limited by district.

Which office covers my hospital?

Registry Area covered Hospitals and clinics named on the official page
The Births and Deaths General Register Office Hong Kong Island and the outlying islands; also births at any other place in Hong Kong before arrival at a hospital or clinic Canossa Hospital (Caritas), Matilda International Hospital, Queen Mary Hospital, Hong Kong Adventist Hospital – Stubbs Road, Hong Kong Sanatorium & Hospital, St. Paul's Hospital, Pamela Youde Nethersole Eastern Hospital, Gleneagles Hospital Hong Kong, Peng Chau General Out-patient Clinic, North Lamma General Out-patient Clinic, Tai O Jockey Club General Out-patient Clinic, St. John Hospital General Out-patient Department
Kowloon Births Registry Kowloon and Tsuen Wan districts St. Teresa's Hospital, Kwong Wah Hospital, Queen Elizabeth Hospital, United Christian Hospital, Hong Kong Baptist Hospital, Princess Margaret Hospital, Hong Kong Adventist Hospital – Tsuen Wan, Precious Blood Hospital (Caritas)
Sha Tin District Births Registry Sha Tin, Tai Po, Fanling and Sheung Shui districts Prince of Wales Hospital, Union Hospital, CUHK Medical Centre
Tseung Kwan O Births Registry Births in any hospital in Hong Kong No hospital list — the page states "any hospitals in Hong Kong"
Tuen Mun District Births Registry Tuen Mun and Yuen Long districts Tuen Mun Hospital

A practical note on the New Territories: the Sha Tin District Births Registry covers a wide northern band that includes Tai Po, Fanling and Sheung Shui, while the Tuen Mun District Births Registry covers Tuen Mun and Yuen Long. Parents in the New Territories are the most likely to find that the nearest hospital is not the nearest registry, so the district line is worth checking before travelling.

All five are closed on Sundays and general holidays, and all five share the same general enquiry hotline, (852) 2824 6111, the fax line (852) 2877 7711 and the enquiry address enquiry@immd.gov.hk.

Two differences catch people out. First, only the Births and Deaths General Register Office and the Tseung Kwan O Births Registry run continuously through the working day; Kowloon, Sha Tin District and Tuen Mun District close between 12:45 pm and 2:00 pm. Second, Saturday service across all five offices is a short 9:00 am to 11:30 am window, so a late Saturday arrival will not be served.

Can I register the birth without going to the relevant office?

The Birth Registries page states that birth registration can be made in person at the relevant Births Registry, or online where that applies, and refers readers to the department's Registration of a Birth page for the detail of how registration works. The office page itself does not set out eligibility for the online route, so treat the in-person route at the correct registry as the default and the online route as conditional.

The department also runs a 24-hour appointment booking service for registration of birth, reachable on (852) 2598 0888 and listed under gov.hk/birthregistration. Booking ahead is worth doing simply because Saturday capacity is limited to two and a half hours at every office.

What happens if a typhoon signal or black rainstorm is in force?

The Immigration Department's Contact Us page sets out the following arrangements for Births, Deaths and Marriage Registries:

What should I check before travelling?

  1. Find the hospital or clinic of birth in the first table.
  2. Write down the matching registry and its address.
  3. Check the weekday hours, noting the lunch closure at three of the five offices.
  4. Book a slot through the 24-hour appointment service if you want one.
  5. Arrive within the published window, allowing for the Saturday morning cut-off.

The district mapping above is general information drawn from the department's published service areas; it is not personalised advice, and where your situation involves an unusual place of birth or an unlisted facility, the Immigration Department's own pages and any professional advice you take remain the authoritative reference.

Frequently Asked Questions

Which births registry handles a baby born at Queen Mary Hospital?

Queen Mary Hospital is listed under the Births and Deaths General Register Office, which serves Hong Kong Island and the outlying islands. That office is on 3/F, Low Block, Queensway Government Offices, 66 Queensway (MTR Admiralty Station, Exit C1). Its weekday hours are 8:45 am to 4:45 pm, with no lunch closure.

Can I use the Tseung Kwan O Births Registry if my baby was born in Kowloon?

Yes, on the face of the official page, because Tseung Kwan O is recorded as handling births that occurred in any hospital in Hong Kong. It is the only one of the five offices whose scope is not tied to a district or a hospital list. Its weekday hours run 8:45 am to 4:30 pm at 2/F, Administration Tower, Immigration Headquarters, 61 Po Yap Road.

My hospital is in Kowloon but is not on the list. Which office do I use?

Use the district rule: births that occurred in the Kowloon and Tsuen Wan districts go to the Kowloon Births Registry at Lower Ground Floor, 28 Kimberley Street, Tsim Sha Tsui. The hospital lists on the official page are introduced with "including", so they illustrate rather than exhaust the district. If you want an office with no district test at all, Tseung Kwan O accepts any hospital birth.

Are Hong Kong births registries open at weekends?

Saturdays only, from 9:00 am to 11:30 am, at all five offices. None of them open on Sundays or general holidays. Weekday hours differ: the General Register Office and Tseung Kwan O run through the day, while Kowloon, Sha Tin District and Tuen Mun District close from 12:45 pm to 2:00 pm.

Do I have to register the birth in person?

The Birth Registries page says registration can be made in person at the relevant registry or online where applicable, and points to the Registration of a Birth page for detail. The office page does not describe who may use the online route, so the in-person route at the correct registry remains the reliable default. Appointments can be made through the department's 24-hour booking service on (852) 2598 0888.

What happens to my appointment if a No. 8 typhoon signal is hoisted?

If the signal is issued outside office hours, registry services are suspended while it is in force and generally resume two hours after it is cancelled. If the signal is cancelled within two hours of closing time, the office stays closed that day. If the signal is issued during office hours, staff continue serving everyone already present.

Which office covers Tuen Mun Hospital and Yuen Long district?

The Tuen Mun District Births Registry, at G/F, Tuen Mun Siu Lun Government Complex, 19 Siu Lun Street, Tuen Mun. Its stated service area is the Tuen Mun and Yuen Long districts, and Tuen Mun Hospital is the hospital named on the page. Its weekday hours are 8:45 am to 12:45 pm and 2:00 pm to 4:45 pm.
